I think you mean Dune: The Battle for Arrakis for Sega Genesis. That’s owned by EA now as well IIRC, so definitely possible. It’s not C&C, but it’s an RTS and plays similarly.
It came out on PC first
Cool, I didn’t actually check if it had a PC version, I played on Genesis. I’ll have to go find it.
And it may not be C&C, but it was developed by the same studio, so the DNA is there
